In the KJV it is the dominant image for godly leadership — God Himself is the Shepherd of Israel (Psalm 23), Christ is the Good Shepherd who lays down His life (John 10), the Great Shepherd (Hebrews 13), and the Chief Shepherd (1 Peter 5). Pastors are under-shepherds accountable to Him.
