(20) Thus saith the LORD of hosts; It shall yet come to pass, that there shall come people, and the inhabitants of many cities:

In this chapter the people of Judah are warned that their idolatry and neglect of God will bring disaster, and God declares that He will punish them for their iniquities. He also promises that He will bring a day of restoration when they turn back to Him and follow His laws. The chapter emphasizes the seriousness of sin and the hope of divine mercy.
