Proverbs 21 is a sequence of practical maxims, opening with the truth that the king's heart is in the Lord's hand like rivers of water, which He turns wherever He will, and that doing justice and judgment is more acceptable to the Lord than sacrifice. It warns that a high look and a proud heart are sin, that the getting of treasures by a lying tongue is vanity tossed to and fro by death, and that the wicked become a snare through transgression while the righteous sing and rejoice. The chapter closes with the sayings that there is no wisdom or counsel against the Lord, and that though the horse is prepared for the day of battle, safety is of the Lord.

(1) The king's heart is in the hand of the LORD, as the rivers of water: he turneth it whithersoever he will.
