Numbers 7:88
The Scripture
(88) And all the oxen for the sacrifice of the peace offerings were twenty and four bullocks, the rams sixty, the he goats sixty, the lambs of the first year sixty. This was the dedication of the altar, after that it was anointed.

In Numbers chapter 7 Moses tells the Israelites that God has turned away from them and will not let them enter the promised land. He warns that the people will die in the wilderness if they do not heed his warning and obey God's commandments.
