Joshua 20 records the Lord's command to appoint cities of refuge for anyone who kills another unintentionally, so the manslayer can flee from the avenger of blood. The chapter names the six designated cities—Kedesh, Shechem, and Hebron west of the Jordan, and Bezer, Ramoth, and Golan to the east. They were set apart for all Israelites and for foreigners living among them, so that an accidental killer could find refuge until he stood trial before the congregation.

(3) That the slayer that killeth any person unawares and unwittingly may flee thither: and they shall be your refuge from the avenger of blood.

(9) These were the cities appointed for all the children of Israel, and for the stranger that sojourneth among them, that whosoever killeth any person at unawares might flee thither, and not die by the hand of the avenger of blood, until he stood before the congregation.
