Joshua 20 records the Lord's command to appoint cities of refuge for anyone who kills another unintentionally, so the manslayer can flee from the avenger of blood. The chapter names the six designated cities—Kedesh, Shechem, and Hebron west of the Jordan, and Bezer, Ramoth, and Golan to the east. They were set apart for all Israelites and for foreigners living among them, so that an accidental killer could find refuge until he stood trial before the congregation.
