(23) And Pharaoh turned and went into his house, neither did he set his heart to this also.

In Exodus 7 Moses confronts Pharaoh, pleading for the deliverance of the Israelites, but Pharaoh refuses and hardens his heart. God then commands Moses to command Pharaoh to let the people go, showing God's power over Pharaoh's stubbornness.
