Chapter overview (whole chapter)
In this chapter Paul explains that God’s election of believers is based on His sovereign will, not on human merit or the law. He contrasts the covenant of grace with the covenant of law and shows that both Jews and Gentiles are included in God’s plan. The passage emphasizes that faith, not works, is the means by which God saves.
