(23) And the LORD spake unto Moses and Aaron in mount Hor, by the coast of the land of Edom, saying,

In Numbers chapter 20 the Israelites rebel against God and Moses after the spies had reported that the land was hard to enter. The people are commanded to kill the spies, and they do so, but God punishes them by withholding water. The chapter illustrates the serious consequences of disobedience and the need for faithfulness.
