(14) And the LORD said unto Moses, Pharaoh's heart is hardened, he refuseth to let the people go.

In Exodus 7 Moses confronts Pharaoh, pleading for the deliverance of the Israelites, but Pharaoh refuses and hardens his heart. God then commands Moses to command Pharaoh to let the people go, showing God's power over Pharaoh's stubbornness.
