The Scripture
(3) And it came to pass in the fortieth year, in the eleventh month, on the first day of the month, that Moses spake unto the children of Israel, according unto all that the LORD had given him in commandment unto them;

In the first chapter Moses addresses the people of Israel, reminding them of God's covenant and the blessings of obedience. He recounts the past journey of the nation and prepares them for the upcoming wilderness wanderings. The chapter sets the tone for the law that will guide their lives.
